10 week old lab keeps eating mulch from the garden - normal puppy phase?

So we brought home our lab puppy Biscuit about three weeks ago and honestly life is chaos in the best way. He's adorable but this week he discovered the mulch in our front garden and I literally cannot keep him away from it. Like he goes straight for it the second we step outside.

I've been redirecting him with toys and treats but the moment I turn my head he's got a mouthful of wood chips. He doesn't seem sick at all - eating fine, pooping normal, acting totally hyper as usual. But I'm worried about blockages or toxicity or something? We have cedar mulch if that matters.

Is this just a normal puppy "put everything in my mouth" phase? My older dog never did this but she was a 2-year-old rescue so I have zero reference point for actual puppies. Did any of you go through this and when did it stop?
