Dog lunges at other dogs on walks but fine at dog park

So confused by this. My dog goes crazy when we pass other dogs on leash - barking, lunging, pulling. But at the dog park hes totally chill and plays nicely with everyone.

What is going on here? Is this leash reactivity even if hes not aggressive?
