Groomer shaved my double coated dog against my instructions

Dropped my husky off at the groomer and specifically said DO NOT SHAVE HER. Deshed, trim paw pads, nails, the usual. Wrote it on the form. Said it verbally. Twice.

Picked her up and shes shaved down to an inch. They said she was "too matted" and it was "for her own good." She was NOT matted. I brush her every single day.

Im so angry I can barely type this. Her coat might never grow back the same. Getting a refund isnt enough. I want to cry. How do I even report this?
