How do you guys handle puppy witching hour

Every night around 7pm my 3 month old goes absolutely bonkers. biting everything, zooming around, wont settle for anything.

Tried enforcing naps, tried more exercise, tried less exercise. nothing seems to help. is this just something we have to wait out??
