I have tried 4 different harnesses and a gentle leader and my dog still pulls like a freight train, what am i missing

Posting from my phone on a bench because i just had to sit down halfway through a walk. My vizsla is 14 months old, 52 lbs, and walking him has become the worst part of my day. He pulls so hard the gentle leader rotated under his jaw last week and i had to fix it in the middle of an intersection while he was lunging at a squirrel. My shoulder has been jacked up for like three weeks at this point.

Things ive tried in order: flat collar (joke), martingale (still a joke), front clip harness (better for 2 days then he learned to lean into it), back clip harness (insane person mode), gentle leader (works but he hates it and ive watched him paw at his face til it bleeds at the corner of his mouth), and now a halti which is just gentle leader 2 electric boogaloo. Hes great off leash at the trail. Heel is solid in the kitchen. Backyard recall is excellent. Put a leash on and clip it to anything and he loses his entire mind.

I started reading about the engage-disengage protocol last weekend and im going to try it but i need a sanity check from people who have been here. Is the issue the equipment, the training plan, or am i just expecting a baby vizsla to walk like a labrador and i need to get over myself? How long until i see real progress because i feel like im failing him.
