My corgi loses her mind the second the leash comes out - excitement or anxiety?

every single time i pick up Pepper's leash, she turns into a completely different dog. spinning in circles, barking this high-pitched bark she only does then, zooming around the apartment, basically unable to function. by the time i actually get the leash clipped she's in such a state that the first five minutes of any walk are her pulling so hard i can barely hold on.

she's two years old and has been like this since she was a puppy. i honestly cant tell if it's just excitement (she loves walks more than anything) or if there's something anxious going on underneath it. she does calm down once we're actually walking, but the pre-walk chaos is exhausting. tried saying "wait" but she's too far gone at that point to register anything i say.

is this just a corgi thing? is there a way to actually train this out or is it something i just manage around? curious what worked for people who've dealt with this
