Puppy biting my ankles when I walk - need advice before I lose my mind

I got my 10-week-old lab mix Pepper three weeks ago and i love her but the ankle biting when i walk is honestly making me dread moving around my own house. She latches on and i yelp, say no, redirect with a toy - but she just drops the toy and goes back for my ankles 5 seconds later.

i've tried the freeze method, i've tried turning my back, i've tried timeouts. Nothing is sticking. Is this just a puppy phase that i have to white-knuckle through? How long does it last? At 10 weeks should i even expect results yet or am i being impatient?
